Dr. Kelsey is an evaluation specialist focusing on large-scale projects using participatory action research methods that are culturally responsive, stakeholder-engaged, and rooted in empowerment theoretical frameworks. She is currently serving in the Global Food Systems Institute as an evaluation specialist and director of academic programs.
